Fully Lined. The exterior is a soft knit, the interior is a woven lining. There is no stretch due to the woven interior lining. The straps and bow tie are not affixed so they can be adjusted. Runs true to size! Would recommend to size up if unsure on sizing since straps can be adjusted.
